To be paired with Vision's If There Was A Problem Yo I'll Solve It
(Apologies if you came hoping for a Bobby Drake sighting based on the deck title. It was the best I could do...under pressure.)
General approach for the 2 decks
I really like pairing up Vision and Rocket. For one, Vision can stay intangible and collect minions with little issue until Rocket finds his tech weapons and can start blasting them off the board. Another reason - both are well suited to counter the other's nemesis set. Rocket rejoices in the card draw he gets from Ultron Drones. Vision perhaps doesn't benefit from Rocket's nemesis set, but his Density Control means he can pull Phase Disruption to take care of Blackjack's Bazooka or Superdense Strike to respond to Planetary Invasion.
Rocket deck synopsis
This deck is quite flexible, though the primary theme is find tech, play tech, get extra value from your tech. You'll want 2 or 3 of Rocket's tech weapons on the board, and maybe a Battery Pack, for the final damage push in the endgame, when Reload and Repurpose can result in big attacks.
Priority Cards: Groot, Thruster Boots, Side Holster, Particle Cannon/Rocket Launcher/Rocket's Pistol.
Damage output: Strong once set up
There are a lot of ways for Rocket to deal damage and your preferred method may be scenario dependent. In addition to Rocket's suite of tech weapons, you can use Cybernetic Skeleton and Repurpose to boost Rocket's ATK. Additional readies may be available from Ever Vigilant.
Thwart potential: Fair
Thruster Boots is a strong play to boost Rocket's THW to 3, which makes Problem Solvers in Vision's deck all the more potent. Perhaps more importantly, it gives Rocket the Aerial trait, so Ever Vigilant can squeeze more juice out of Repurpose.
Ally support: Fair to essential
Groot can be a key piece of the protection puzzle and combos beautifully with Shake it Off. His presence also enables Flora and Fauna to push damage. Starhawk enables a nice loop with Knowhere for some cheap thwart/damage output and card draw. Drax and Gamora are strong allies on their own. Star-Lord is mostly here for theme, but if Rocket is exhausted, Quill can be a nice target for Problem Solvers as well.
Damage mitigation/healing: Excellent
One of Rocket's biggest weaknesses is his starting 9HP. Thankfully, his own kit provides Cybernetic Skeleton and Schadenfreude to help with that. More importantly, Groot, Energy Barrier and Forcefield Generator see that Rocket takes hardly any damage late in the game, with Groot potentially able to block for Vision as well. Med Team gives some additional healing and is a nice target for Build Support in Vision's deck.
Economy/Card draw: Scenario dependent
Murdered You is one of my favorite hero abilities in the game, and I thank the designer for not adding "Max once per phase". Your opportunity to trigger it will depend on the number and beefiness of the minions. You might get some card draw from Knowhere and Skilled Investigator on top of his alter-ego Tinkering ability. Salvage enables paying for pricier tech and allies. Because of the inconsistency of card draw, turns vary from "Hey Vision, can I borrow your Helicarrier" to "Hold on, this is going to take me a minute". If you want a crazy fun Rocket experience, take this pair up against the Ultron scenario and get Rocket Launcher out as soon as you can.
