This deck is for a challenge I created called the Captain America Winter Soldier Challenge, which simply consists of limiting yourself to NO additional allies in deck building.

I chose Protection to use against Ultron so that I could sustain Ultron's withering attacks by preventing them (by stunning with Tackle or Heroic Strike), blocking them (with Shield Block), or neutering them and turning them back on himself (with Preemptive Strike and Energy Barrier). Momentum Shift would do something similar, attacking Ultron or a drone and healing me back up. Additionally, The Night Nurse would heal and remove any ill effects (though come to think of it, I'm not certain Ultron has them - that being said, her slow IV drip of healing was helpful).

I decided I couldn't afford to defend except in the most extreme circumstances, since I was relying almost purely on my own thwart ability to remove threat (Agent 13 notwithstanding), so I did not include even a copy of Unflappable.

Emergency is liquid gold against Ultron, preventing 3 (!) threat added on the second stage and affording you at least the possibility of flipping to alter-ego on the first stage if he draws a boost of 0.

Avengers Mansion is the most essential resource generator since it provides cards that are invaluable for Shield Toss and Cap's "I Can Do This All Day" hero ability, but Quincarrier is also helpful and Helicarrier is fine.

Lastly, Endurance buffs Cap for a better chance at surviving an attack due to Assault, Gang-up, or Rage of Ultron.

Lost against Ultron before adding the three copies of Emergency, won against him once I switched them in, after the fight of my life. The challenge strips you of so much ally comfort - no chump blocks, no extended opportunities for threat removal or minion damaging. That being said, despite Cap's Living Legend ability and his typical heavy use of allies, his kit is well-rounded to deal with a great number of issues all by himself. I'm excited to try him with this challenge against more villains, in this aspect or another!

Golly this does look like a challenge! Have you considered Never Back Down? I understand the reasons for not wanting to defend, but without Mockingbird or Iron Fist you want all the stuns you can get.
