Context
You are Maria Hill, director of SHIELD. Your organization is responsible for keeping the world safe. Over the past several years, you've received numerous complaints and negative PR hits about the apparent lack of support from SHIELD when the world is in crisis.
"Kang traveled through time to conquer us all and you could only spare a single Helicarrier?"
"You keeping pulling Nick Fury away to 'higher priorities' immediately after he arrives to help us!"
You're sick of hearing about this and have decided to take matters into your own hands. Now you're going to throw all of SHIELD at the problem. The heroes will likely complain: "This isn't fun" or "I feel insignificant now", but they're heroes; if their ego is suffering, they can always fallback on their alter-ego. That side of their life could always benefit from more attention. Clint is the only one who has ever said "thank you" for some extra time at home with the family.
How to play this deck
Maria Hill's precon deck lacked Helicarrier and efficient low cost SHIELD supports. This deck fixes that problem, by switching to justice and leaning more heavily into SHIELD supports. This allows cards in her kit to hit harder. You're going to be able to spend most of the game in alter-ego, which is always fun.
Turn 1: Get The Illiad in play. You want to mulligan for a double resource or two here (Special Funding is ideal). If you happen to get The Iliad in your opening draw, use Maria's AE ability to go fetch some other SHIELD support to use as a resource (such as Field Agent). Once you have The Illiad up, you're going to use it to keep threat on the main scheme low while you build out in AE.
Turn 2: Grab Helicarrier and get it into play.
On early turns you want to get a few resource generator / cost reducers into play. Support Staff and Government Liaison are good options too.
When you get a card like Reinforcements in your hand, instead of placing a single all-purpose counter on The Illiad (or one of the other 6 cost supports), place as many all-purpose counters on other SHIELD supports. You can potentially place 5 all-purpose counters this way (3 on field agents, 1 on Support Staff, and 1 on some other 2 cost support). However, I usually find myself getting 3 all-purpose counters out of the deal. In any case, use Maria's hero action to move all purpose counters to The Illiad or anything else to keep it afloat.
After the first pass through this deck, I usually have 8-9 SHIELD supports in play. All-Points Bulletin allows you to remove 1 threat or deal 1 damage 8-9 times (you get to pick one per support due to how it's worded). This is huge value for a 2 cost card.
Of the 6 cost supports in this deck, I find myself favoring The Circe (after The Illiad) and using it to get Dum Dum Dugan, Nick Fury, or Agent 13 out. All three of these allies have great interaction potential with the other supports in this deck. The three Field Agents help to keep them alive too.
Using Homeland Intervention to exhaust three supports you weren't going to use on a given turn (such as Government Liason or Field Agent) to remove 6 threat so you can stay in AE is always fun.
Notes
This deck also has some fun interactions with War Machine (Munitions Bunker) or Captain Marvel (Alpha Flight Station) as both have SHIELD supports in their kit that benefit from On The Double
You're going to have a lot of cards in play and a lot of things to do on your turn. When playing with others, try to be mindful of this. Just do things as quickly as possible and don't fret about making perfect decisions.
However, if any of your mates complain about feeling useless, prioritize getting The Pericles into play so you can keep their identity stunned or confused.
Playing The Hard Call to sacrifice The Illiad and clear the board is the correct way to finish each game.
I'm not sold on having The Douglass in this deck. Feel free to swap it with The Raft as it's a lower cost and more likely to be useful.
