This concept is so very simple/basic, yet so focused, it may be completely mediocre. I designed it in 2 minutes or less, but basically, the idea is to recur Monica Chang until all 3 Surveillance Team upgrades are in play with a good number of counters on them. Between the STs and the Beat Cops, I figured threat could easily be dealt with each round.
Most allies get significant benefits from Command Team as with Nick Fury it converts 1 use to either 2 damage or 2 threat removal, A second CT can lead to consequential damage defeating him, which could trigger Rapid Response giving him another enter play effect and another activation during the player phase. With Captain Marvel and CT, one use is converted to 2 damage or 2 threat removal, and either way, a card draw. A second CT can again lead to shenanigans with RR.
Agent Coulson plays a pivotal role in the deck as when he enters, he can grab a Rapid Response and add it to our hand (which is nice because it is limit 1 and we may have one in play already. Since he is the catalyst for this form of recursion, we don't want to create a feedback loop and use RR to repeat the effect. That's why I am also running Make the Call and Chance Encounter. The Latter being a single is for the balance of the deck aspects as well as the dependency on a side-scheme existing, when it is possible they do get dealt with so swiftly it may not be consistent enough to warrant more of them.
For the 40-card puritans: Choose between Quincarrier and Helicarrier It makes little difference. Everyone else gets both.
I could do more to attempt to "optimize" this, but I made it so fast, that I appreciate that it still has some flaws. Yes, it even took significantly longer to write this than it took to design the deck.
