Star-Lord can play Mulligan for free. Why is that useful? Well, it means you can use the resources you would have spent paying for Mulligan on actual stuff -- not playing cards, mind you, but stuff (because you couldn't play Mulligan afterwards). The value appears out of thin air!
Expanding his repertoire, Star-lord can also use his alter-ego ability,"Smooth Talker", to simultaneously improve his Mulligans and never lose a game of Rock, Paper, Scissors. If that weren't enough, it provides a way to guarantee discard of Digging Deep or White Fox. Now that's efficiency!
General Game plan
Get your upgrades into play. Spend as many resources on them as you can, and then play a "free" Mulligan to get a new turn. If you are able to spend ~3 resources into your sinks before this refill, then you are effectively neutralizing the downside of Star-Lord!
Assorted Synergies
Mulligan + Star-Lord's Helmet -- BIG mulligans
Discard Stuff: Digging Deep, White Fox, Gamora, Rock, Paper, Scissors, Booster Boots
Resource Sinks Galore: Element Gun, C.I.T.T., Blackout, Tic-Tac-Toe, Stick-To-Itiveness. Fully-powered Machine Man before a Mulligan? Yes, please!
Other Options
For the memes, you could include Deadpool Corps Ship and/or IPAC to really juice up your handsize for Mulligan and Sliding Shot. I think the former may have legitimate use in solo games to push some extra damage/cards on a finishing turn. Add Build Support if you want that.
I would have sworn the Element Gun was a ranged attack, and thus compatible with Sharpshooter, but alas.
