Summary and Theme
Lt. Col. James Rhodes shows off his S.H.I.E.L.D. connections to manage threat while using his own hero/identity cards to deal damage.
Mulligan and "Engine"
Since this deck makes use of 13 S.H.I.E.L.D. trait cards to manage threat, it will be important to get those out as soon as possible. Helicarrier, and two Government Liaison cards will help reduce the cost. Munitions Bunker will help generate ammo. Upgraded Chassis will provide a tough status card every time you flip from alter-ego form to hero form. Gauntlet Gun will help generate resources and ammo for a hero-specific event (such as Full Auto, Repulsor Beam, Scorched Earth, or Targeted Strike).
Strategy
War Machine's kit encourages you to flip often. Don't be afraid to flip to alter-ego. You'll need it to replenish ammo, especially if you have Munitions Bunker and/or Upgraded Chassis in play. Note also that Homeland Intervention can be played in alter-ego form.
S.H.I.E.L.D. cards make up one-third of this deck. If threat begins to build, using Homeland Intervention can remove up to 6 threat from a single scheme (this is a great use for Field Agent and Surveillance Team) cards.
