• Threat Control and Team Support: As a Justice deck, Jubilee’s primary role in multiplayer is keeping threat in check so teammates can focus on damage. Her hero kit can remove huge amounts of threat by “boosting” events with the right resource types. In a 2-4 player game, Jubilee concentrates on clearing main and side schemes before they spiral out of control.
• Early Alter-Ego & Shopping Spree: Jubilee’s alter-ego ability “Mall Rat” lets her fetch her signature Shopping Spree player side scheme at the start of the game. You can use Mall Rat on the first player’s turn to put Shopping Spree into play, and clear that side scheme immediately. Defeating Shopping Spree provides a significant reward that accelerates your setup. This free turn-1 boost helps Jubilee get her key upgrades out quickly.
• Build Economy, Then Burst: In the early game, prioritize building Jubilee’s economy. She is capable of playing a 3-cost or 4-cost event almost every turn once set up. Use the first couple of turns to get resource generators and her signature upgrades on the table (details in Mulligan section). Once her engine is running (resource supports + Jubilee’s Coat and Jubilee’s Sunglasses in play), the game plan shifts to burst output. Jubilee can unleash a barrage of powered-up events that swing the game in your favor. The win condition is essentially to stabilize the board (threat under control) and then rapidly burn down the villain with high-impact events. Often, she’ll end a game by chaining big events (e.g. a boosted Multitalented or Hit and Run)hitting for signficant damage while removing significant threat.
• Flexible Support and Lockdown: Jubilee brings plenty of control tools to protect the team. She can exhaust her hero card each round to generate a wild resource, enabling her to play events with mixed resource costs easily. Many of her signature events (like Blinding Flash, Firecracker, Flash of Light) inflict Stun or Confuse on the villain. In multiplayer, this means Jubilee can often “lock down” the villain – keeping it stunned so it misses attacks, or confused so heroes can safely stay in alter-ego when needed. By preventing villain activations and controlling threat, Jubilee greatly reduces the pressure on the team. Meanwhile, her ability to deal damage with boosted events makes her a secondary damage-dealer in mid/late-game.

Recommended Mulligan Priorities

When drawing your opening hand, aggressively mulligan for cards that kick-start Jubilee’s engine and board control:

• Jubilee’s Coat & Jubilee’s Sunglasses (Top Priority): These two signature upgrades are absolutely critical to get early. They turn every event into a powerhouse by adding bonus damage (Coat) or bonus threat removal (Sunglasses) whenever you pay for an attack or thwart event. Mulligan hard for at least one of them. If you draw only one, play it immediately – which one to prioritize depends on the situation. Generally, Coat is ideal if you expect heavy threat early (for the extra thwart), whereas Sunglasses helps more if immediate damage is needed. In most games, getting both out “as quickly as possible” is the goal.
• Resource Generators & Card Draw: Setting up your economy is key to playing expensive events consistently. Mulligan for supports like The X-Jet and Avengers Mansion. Also keep an eye out for double-resource cards and Resourceful. These ensure you can afford big events every turn and pay with the right resource types to trigger Jubilee’s upgrades.
• “Shopping Spree” Enablers: You don’t need to draw the Shopping Spree side scheme itself (Jubilee’s ability fetches it for free), but you do want to be able to clear it on turn 1. Mulligan for a card that helps remove threat right away, like Surveillance Team, for example. This is especially important if you plan to flip to hero on the first turn. In multiplayer, if you aren’t first player, you’ll have the chance to use Mall Rat and then act – just make sure you have something ready when your turn comes so you can defeat Shopping Spree and reap its reward.
• Key Allies for Early Safety: Strong allies can cover Jubilee’s weaknesses in the opening turns. Monica Chang is an excellent keep – she can get the Surveillance Team, which is perfect for stabilizing the board and can take one attack (usually), protecting you from the villain's attack. In general, having at least one solid ally in play early will help ensure Jubilee survives the first villain phase (since her own defense is average and she prefers to use hero actions for resources).
• High-Impact Events (Usually Lower Priority): Most of the time you can ditch expensive event cards during the mulligan – you will draw into your big damage/thwart events later once you have your engine online. However, if a particular event will immediately solve a turn 1 problem, consider keeping it. For instance, Hit and Run is worth keeping if you know you need to do both tasks right away. Multitalented can be kept only if you’re confident you can pay with multiple resource types to maximize its effect; otherwise, mulligan it for setup cards.
• Rule of thumb: prioritize setting up upgrades/supports over playing big events in the opening hand. Once Coat, Sunglasses, and some economy are in place, Jubilee will draw into and play those impactful events in due time.
