Why block attacks yourself when you can outsource the job?

The Plan
The game plan is simple: spend the first half of the game turning Captain America into an increasingly ridiculous wall, then hand the shield to Echo and finally use all that defense for something more productive - punching things.
Mulligan isn't terribly important here, since we're going to end up with Innate Reflexes and Captain America's Shield in hand anyway. Ideally, turn one is those two upgrades plus an Ally.
For the first half of the game, we're playing good old-fashioned defensive Cap: build up our defenses, establish our economy and take our time. Just remember to keep at least one Avenger alive so Earth's Mightiest Heroes has someone to work with.
Once we're comfortably sitting at 5+ DEF, it's time for the retirement ceremony. Echo, with a little help from Hangar Bay, takes over all defensive responsibilities. Cap, meanwhile, finally gets to do what he was born to do: hit things.
The Best Offense... turns our absurd defense into absurd offense, while all the constant readying lets Cap keep the shield flying and the enemies dying.
The Team
The Ally package is fairly open. The only real requirement is to keep a few Avengers around for Earth's Mightiest Heroes.
Jocasta keeps Shield Block stocked, Yellow Jacket helps us find The Best Offense..., and Brother Voodoo helps dig for Earth's Mightiest Heroes. The rest of the team are basically here to make sure Cap never has to work a 9-to-5 job again.
Tl;dr
Step 1: Build the bunker.
Step 2: Hire Echo as the security department.
Step 3: Profit!
