This deck is based on Zesty Lime's very excellent "Unleash the Phoenix!" deck. Considering he already made a very good write-up of his deck, and this is just a variant, I will focus my remarks on the changes I made. Overall, this deck focuses on maximizing Utopia's value, finding more consistent targets for The Power of the Mind, and giving Phoenix multiple options to have a stronger economy.
Building (off of) Utopia
Unleashed Phoenix has 3 basic ATK , which really complements the deck's rush strategy. Phoenix also wants to play allies to absorb damage and for their supplementary effects, which makes her a great candidate for Utopia. Specialized Training's Combat Specialist option gives Phoenix even more value from Utopia, effectively giving her 8 damage from basic ATK every turn she can play an ally -- and you get to a draw a card each turn you use Phoenix's basic attack.
Speaking of allies, this version of the deck exclusively features X-Men allies, so you will trigger Utopia every time you put an ally into play while in hero form.
Big (read: average) Brain Psimitar Plays
While unlikely on paper, I have had a few turns where I would draw Power of the Mind and not have a great target for it. Sometimes my deck would be very lumpy, with all my psionic cards concentrated in few hands and other times I would draw Power of the Mind alongside one of Phoenix's very niche cards like Mind Control. While uncommon, it stings having a resource card whiff and miss a chance to trigger Psimitar. Enter, Telekinesis. This unassuming card counts as psionic even when paying for it's hero action effect. This means the Power of the Mind can pay for it _and _it can trigger Psimitar, so its 2 activation cost effectively gives 5 dmg once both cards are in play.
I am not going to argue Telekinesis is a game-changer, but it is relatively cheap insurance against bad draws. It provides a resource sink for extra and a backup play for Power of the Mind. It's in the deck more for tempo than for value and this deck likes tempo.
The Mental Economy
Phoenix Force gives Phoenix a strong starting economy to help her setup, but you'll want something a little more reliable to fuel her transition to Unleashed aggression. The X-Jet and Team-Building Exercise and Build Support gives consistent access to both those cards and Utopia. The goal isn't necessarily to play X-Jet and TBE, but rather to have multiple opportunities to play at least one of them early. Depending on your board state, you can also use Build Support to put Utopia into play, but I would generally prioritize at least one resource generator first.
