A signature card for Hulk... in terms of being weak :( Effective as To the Rescue! (which is basic and not take all hand) and what's more it's hard to fill the requirments of the fists resources. But even then this is not that crazy as signatures cards usually are.

Like with Hulk Smash, I think they were intending you pay for this with Limitless Strength. In that case, you easily hit the requirement and don't use your entire hand.
