Simple building around Gunboat Diplomacy and Children of the Atom, boosted by Utopia.
This build is not really Justice-oriented, I had to choose this aspect for metagame purposes - I'm pretty sure that Bishop can be way stronger in Leadership.
The Power of Justice is justified by the fundamental Under Surveillance (almost always game changing in solo) and Heroic Conditioning (leaves Bishop autonomous on almost all Schemes and increases the hit points tank)
One Way or Another doesn't look so useful, and has been included in order to mitigate any unlucky start.
