use first chance encounter to find 13. then use them to recur Monica get those surveillance teams with extra counters keep all your supports up at all times
use shield director, super spy and reinforcements to add counters to your low supports
recently ive modified the loop. instead of focusing on giving cheap / free cards by abusing helicarrier, ive been triggering the illad mutliple times a turn, keeping the tokens on the illad becomes the focus but thwart or damage or heal as required multiple times.
just remember never remove the last counter from a support for that big swing from all-points bulletin.
