Under Surveillance is great in solo and sometimes in two-player, if there is a low threshold main scheme. Otherwise, remove it in multiplayer.

The strategy of the deck is fairly simple. Use your early turns to build in alter ego, keeping the threat down with cheap allies and homeland intervention. If you get a good hand with limitless strength, flip up to put out your expensive supports. Use global logistics on your own deck early to help set up big turns. Late game, use it to protect against unwanted encounter cards. This deck wants to stay in alter ego and abuse Banners genius and resource generation, with close encounter, to keep putting out high impact allies like Monica Chiang, Coulson, Moon Girl, and Nick Fury. Use Homeland Intervention to create high impact turns of thwarting while still in alter ego. Once Banner gets his Shield setup out, it's time to cut loose and let Hulk out of his cage. With most of your supports out, your deck is mostly physical resources. Use One Way or Another to create big handed turns and hit the villain hard with Hulks high damage hero kit.

I generally try to mulligan for a key generator early - Avengers Mansion and Ingenuity are two of your most important and highly valuable on turn one. Ingenuity will help you reliably play Moon Girl. once you have Quincarrier and Banners Lab, you can play her from the board at no hand cost and draw three cards. This deck leans heavily into generating card draw over having an excess of resource generators. prioritize Monica Chiang and Under Surveillance early so the schemes don't get out of control. Keep in mind Homeland Intervention is excellent value and not a thwart action, so you can play it in alter ego and while confused. Sky Destroyer and Helicarrier can help remove thwart in a pinch using Homeland Intervention if you need your Surveillance Teams to remove threat. You'll be moving through your deck fairly quickly, so you'll be getting hands with Limitless Strength fairly regularly. Use them for high impact whenever you can, and as you move into the mid to late game, your board setup will help remove toughs (sky Destroyer), generate plenty of resources and card draw, and keep your deck thinned to your more powerful Hero cards.

Excellent deck! I love how you are "setting up" early, staying in alter ego in order to ignore Hulk's forced discard. The S.H.I.E.L.D. cards will be a big help . . . Not surprisingly, Hulk's biggest weakness in his 0 thwart, (especially a problem in solo play), and this deck counters that nicely. Also, One Way or Another to build up some massive attack turns! Good write-up, as well!
