Contents: Chosen Underling villain (see rulebook p. 5). Chosen villain's set, Protection Racket set, and Standard set. Two modular encounter sets (Disasters and Tracksuit Mafia).

Setup: Each player chooses a single Protection Racket main scheme (at random in expert mode), places it in their play area, and flips it to its 1B side. Set each unused main scheme aside, out of play.

Forced Response: After a character in this play area is attacked, deal 1 damage to the attacker and place 1 threat here. (Limit once per phase in standard mode.)

If any main scheme is completed or any player is eliminated, the players lose the game.
